ProposalOS for consulting and advisory firms

Proposal and tender software for consulting and advisory firms

Consultancies lose tenders on assembly, not on capability. The relevant project was delivered, the methodology exists, the expert is on staff — but the evidence is spread across three drives, two former colleagues and a proposal nobody can find. ProposalOS turns that scattered record into a governed knowledge base, and turns each new tender into a requirement list your team answers with sourced, reviewable content.

See how it works

The situation

The tender arrives on a Tuesday and is due in eleven days

A consulting proposal is an evidence exercise wearing a writing exercise's clothes. The evaluation committee is not scoring prose. It is checking whether your firm has done this before, whether the named experts are real and available, whether the methodology is coherent, and whether every mandatory document is present in the format the tender asked for. Most of that content already exists inside the firm. The eleven days go into finding it, confirming it is current, deciding who is allowed to approve it, and reformatting it for a template that is not the one you used last time.

What you end up holding

  • A requirement register linked to the tender document
  • A governed knowledge repository
  • A compliance map
  • A review and approval history
  • A submission-ready Word document
  • An outcome record

The problem

Where the eleven days actually go

The requirement list is rebuilt by hand, every time

Someone reads an 80-page tender document and types the requirements into a spreadsheet. It takes most of a day, it is done under time pressure, and the mandatory clause buried in an annex is the one that gets missed. Nothing about that spreadsheet links back to the page it came from, so the reviewer who questions an item has to go and find it again.

Project references are retyped and quietly drift

The same engagement is described in four past proposals, in four slightly different ways, with three different contract values and two different end dates. Nobody knows which version is the approved one, so the person writing tonight copies whichever proposal they happen to have open.

Senior review happens too late to change anything

Partners review the assembled document on the final day. By then the structural problem — the approach does not answer the evaluation criteria in the order the committee will read them — is too expensive to fix, so it ships.

The person who knew is on leave, or has left

Knowledge about which methodology was used on which programme, and why, sits with individuals rather than the firm. Every departure removes a portion of the firm's demonstrable track record from practical reach.

Bid/no-bid is a corridor conversation

Firms commit senior time to tenders they were never positioned to win, because the decision is made on enthusiasm rather than against eligibility rules, past performance and realistic capacity.

Bilingual submissions double the review, not the effort

An Arabic technical response and an English one have to say the same thing, and the person qualified to confirm that is usually the person with the least time.

Method

How a consultancy runs a tender in ProposalOS

Qualify before you commit the partners

Load the tender and get the eligibility rules, submission deadline, mandatory documents and evaluation weightings extracted as a structured list. Check them against what the firm can actually evidence before anyone drafts a page. A defensible no is worth more than a rushed yes.

Extract requirements with their sources attached

Every requirement, deliverable, deadline and evaluation criterion is recorded as its own item, each one linked to the page and clause it came from. A reviewer who disputes an item opens the source in one click instead of searching the PDF.

Answer from approved knowledge, not from memory

Project references, methodologies, expert CVs, policies and certifications live in one repository with an owner, a version and a review date. Search it by meaning as well as by keyword, filtered by sector, client, service line or date, and pull the approved version into the response.

Draft with the source visible

AI assistance drafts, summarizes, restructures and translates — and shows what each suggestion was built from. Nothing enters the document until a person puts it there. That constraint is the point: an evaluator's question about a claim has to have an answer.

Split the document without losing the thread

Assign sections to the people who own them, track what is outstanding, keep comments against the section they belong to, and record approvals as they happen rather than reconstructing them afterwards.

Check readiness against the extracted list, not a memory of it

Each requirement is mapped to the section that answers it. What surfaces is what is missing: unanswered requirements, claims without supporting evidence, approvals still outstanding. This runs while there is still time to act on it, not on submission morning.

Export into the firm's own Word template

The submitted document carries your structure, numbering and branding — not the tool's. The last two hours before a deadline should not be spent fixing heading styles.

Record the outcome so the next tender starts further along

Result, score feedback where the client provides it, and which content was reused. Over a year this is the difference between a firm that has a track record and a firm that can demonstrate one.

Where it applies

The submissions this is built for

Public-sector framework and call-off tenders

Framework agreements generate repeated call-offs against the same organizational content with different technical annexes each time. The organizational half stays approved and reusable; the effort goes into the part that genuinely changes.

Multi-practice bids that cross service lines

A programme needing strategy, financial and technical input has three practice leads writing in parallel against one deadline and one page limit. Section ownership and a live requirement map keep that from becoming a merge problem on the last day.

Expert-led proposals where CVs carry the technical score

Named key experts are frequently scored more heavily than the methodology. Keeping CVs current, in the donor's or client's required format, with verifiable assignment histories, is proposal work that should not restart from scratch each time.

Prequalification and EOI rounds

Prequalification asks for the same corporate profile, financial standing, certifications and reference list repeatedly, in a different structure each time. This is the highest-reuse, lowest-creativity proposal work a consultancy does.

Bilingual Arabic and English submissions

Where both language versions are submitted, or where the tender is Arabic and the working language is English, the requirement is that the two say the same thing and that a qualified reviewer has confirmed it — with full right-to-left handling rather than a translated interface.

Rebids and lost-tender rework

A retendered contract you already hold, or a near miss going out again, should start from the previous submission with the evaluator's feedback attached — not from a blank document and a vague recollection of what went wrong.

Fit

Who this is for

  • Management, strategy, public-sector and technical advisory firms
  • Teams responding to formal RFPs, ITTs, EOIs and prequalification rounds regularly rather than occasionally
  • Firms where several contributors and at least one senior reviewer touch a single submission
  • Organizations whose technical score depends on verifiable project references and named experts
  • Teams working in English, Arabic, or both

Honest limits

Who this is not for

  • Firms sending a handful of short, largely identical quotations a year — a good document template will serve you better
  • Teams wanting proposals written end-to-end without review; every AI suggestion here requires a person to accept it
  • Organizations looking primarily for CRM or pipeline management — ProposalOS starts once you have decided to respond
  • Buyers who need a published price list before a conversation; the commercial model is scoped to volume and team size

Questions

What consulting and advisory firms ask before a demonstration

How is this different from a shared drive with a proposal folder?

A shared drive stores documents. It does not tell you which version of a project reference is approved, who owns it, when it was last reviewed, or which requirement in the current tender it answers. The repository here carries that governance, and the compliance map connects it to the tender you are answering now.

Does the AI write the proposal?

No. It drafts, summarizes, restructures and translates, and it shows the sources behind each suggestion. A person decides what enters the document, and a person submits it. This is a deliberate limit: a proposal you cannot defend in a clarification meeting is not an asset.

How long does it take to get our existing content in?

That depends on the state of your material, and we would rather scope it with you than quote a number here. In practice, firms get value fastest by loading the content that recurs in every submission — corporate profile, project reference sheets, key expert CVs and certifications — before attempting a full archive migration.

Can two practices work on one proposal at the same time?

Yes. Sections are assigned to owners, comments stay attached to the section they concern, versions are tracked, and approvals are recorded as they are given.

Is our content used to train AI models?

Customer organizations are kept separate, and how content is handled is set out on the security and data-processing pages rather than summarized loosely here.

Does it handle Arabic properly, or is it a translated interface?

Arabic is a working language of the product with full right-to-left behaviour, not a translation layer over an English-first tool. Content, search and review work in both languages.
