How this works

Unanswered, unsupported and unattached are three different problems

Treating them as one list is why they get missed. A requirement with no section answering it is a gap in coverage. A claim with nothing behind it is a gap in evidence. A required document that is not attached is a gap in the pack — and that last one is pass-or-fail before quality is assessed at all. Each requirement is matched to the section that answers it and to the place in the tender it came from, unsupported statements are surfaced against the section that makes them, and mandatory gaps are counted separately from everything else, because they are the ones that end a bid rather than cost it points.
