What changes
Compliance results are presented as a matrix from extracted requirements to the sections answering them. Each unresolved item names the requirement, the page it came from and the section expected to address it, so resolving it does not begin with re-reading the tender.
A finding you cannot trace is a finding somebody will overrule.
Waivers are recorded, not silent
Where a team decides to proceed without satisfying an item, an authorised user records the waiver with a reason. The waiver stays with the proposal, so the decision is visible at approval time and afterwards.
