How this works

What has to be settled before anything leaves

This is the point where governance stops being advisory. Preparing an export reports whether the proposal is eligible and, if not, which specific things are blocking it — so the list is named rather than discovered later. Where mandatory gaps are still open, proceeding is not silent: it requires a recorded acknowledgement with a written reason, so the decision to go anyway belongs to a person and stays on the record. Sections and annexes are selected from approved content, rendered into your organization's own Word styling.
