How this works

Measured, or absent — never a fabricated zero

Three things are measured: how many proposals were produced over a period, how long preparation actually took across a sample, and how much of what was submitted came from existing knowledge rather than being written again. Where a measurement is not available, it is reported as absent rather than shown as zero — a fabricated zero is indistinguishable from a real one on a chart, and both get planned against. There is deliberately no win-probability score here: a predicted percentage nobody can interrogate is not a decision aid.

  • Proposal volume over a period.
  • Preparation time, with the sample size it was drawn from.
  • Knowledge reuse — what proportion of cited material already existed.
